Richard Gourde
Introduction of the candidate
I have been a professional urban planner for nearly forty years and continue to work in this capacity for the municipality of Stanstead Township. As co-editor, we are currently completing the overhaul of urban planning regulations and the implementation of a Special Planning Program (SPP). Before the disappearance of important elements of North Hatley’s heritage, I was also a member of our village’s CCUP. My goal today is to hold a position that will enable me to make a difference in protecting and promoting the distinctive character of North Hatley.
I am deeply attached to North Hatley, a village whose heritage identity and unique culture have always fascinated me.
North Hatley is not Knowlton, Sutton, or Ayer’s Cliff. While we share certain characteristics specific to the Eastern Townships, North Hatley remains unique.
When the lake comes into view along Capelton Road, I am still amazed. All these mountains form a safe and splendid backdrop around the village, especially in the fall, when the landscape becomes, in my eyes, the most beautiful in Quebec.
The large wooden houses from the late 1800s, perched on the hillsides with their vast flowerbeds, still recall the era of elegance and vacationing that shaped our history.
Why does the person wish to represent the people of Northhatley?
Every day, North Hatley continues to amaze me. That is why I chose to live here. However, even as a member of the Community Planning Committee (CCUP), we were unable to convince enough elected officials to save the home of North Hatley’s first mayor. I hope to play a role on the municipal council in preserving and bringing this unique heritage to life.
How does the person wish to improve the quality of life in North Hatley?
Heritage is not only made up of buildings; landscapes and all the public places we encounter are also part of it. A clearer vision of these places, their ultimate uses, and their destiny would enable us to take appropriate and coordinated action. In short, it would increase the impact when it comes to investing our time and resources and reduce confusion caused by changing positions and polarized opinions. Citizens’ quality of life is experienced every day, with every step we take along the way. Should we add more consistency and harmony?
What are the candidate’s two main priorities?
It would not be strange to reiterate here the importance I attach to the fundamental values associated with our heritage. It is true that it remains alive and evolving, but there are fundamental codes to be respected that cannot be ignored without damaging the collective good that our living environment represents. What are the codes that make North Hatley what it is? This is a priority, because the tools in place do not always do the job.
Ensure rigorous and respectful management of the rules with which the municipality must comply. Too many cases have been presented in violation of the rules that the municipality has set for itself. It is imperative to correct this practice.
What is the candidate’s favorite place?
My village has a welcoming spot that still thrills me. It’s the moment when I arrive from Capelton Road and the lake comes into view. A breathtaking sight. Everything before me is magnificent. The lake in front, then to the left: the footbridge, with the commercial center visible in the background. A quick glance to the right reveals an amphitheater of greenery, and what can I say about autumn? It’s a moment of grace that I never tire of rediscovering.
